Igor was a one-time character who appears in the episode Clean It Up .
History[]
When Cece ruined Georgia's wedding dress, she went to the Dry cleaners to get it clean, only to be told it's impossible. Just as Cece and Rocky were about to leave, Igor appears and told them he created a cleaning product that would remove the stain. Later when Cece went back to the dry cleaners, she discover that Igor was arrested and sent to jail for 3-5 years due for runnign an illegal turtle fight.
